Jeff Jasper brings his expertise on Highway Design, Context Sensitive Design, and Program Management to KTC, where he works as a Research Engineer, Trainer, and Program Leader of the Center’s Project Development Group. After spending 24 years at the Kentucky Transportation Cabinet (KYTC), Mr. Jasper retired as the Director of Highway Design. He was instrumental in establishing a comprehensive vision that shaped KYTC’s policies, which included a Context Sensitive Design approach to projects. He provided technical oversight on large highway design projects, including Kentucky’s first Diverging Diamond Interchange, Interstate 69 in Western KY, and the Ohio River Bridge project in Louisville, KY. Mr.Jasper holds a Bachelor’s in Civil Engineering from the University of Kentucky and a Master’s of Public Administration from Kentucky State University.
