Martha Horseman is Director of the Technology Transfer Program at the Kentucky Transportation Center. She is also Kentucky’s Local Technical Assistance (LTAP) Director. T2 identifies the workforce development needs of transportation providers and designs programs and manuals to meet those needs. Ms. Horseman oversees 320 training events a year, with outreach to over 8,000 participants, including local and state governmental agencies and private transportation industries. Ms. Horseman developed the Work Zone Traffic Control Employee Qualification Program, a series of six training courses. She has also developed courses in safety, bridges, and erosion and sediment control. Some of the courses offered by T2 include the Roads Scholar and Road Master Training Programs, the Traffic and Safety Academy, and Chainsaw Hands-on Training. Since Martha has been Program Manager, over 49% of Fire and Rescue workers in the state have been trained in Traffic Incident Management. Her group hosted the APWA State Conference and the National Pilot for FHWA on Maintaining Safer Roads. She speaks at numerous conferences and elected official board meetings and oversees the publication of the Link, a quarterly LTAP newsletter. Ms. Horseman has held various positons with the Kentucky Chapter of American Public Works Association (APWA) including president and state delegate to the national association. She has also served on APWA national committees in diversity, transportation, and professional development. She earned a BA in Public Relations from Eastern Kentucky University.
